Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG)
The Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG), formerly known as the Substance Abuse Block Grant (SABG), supports prevention, treatment, and recovery services for individuals experiencing Substance Use Disorders (SUD) and Opioid Use Disorders (OUD). Services in Northern and Southern Arizona are coordinated through Arizona Complete Health – Complete Care Plan, which serves as the Regional Behavioral Health Agreement (RBHA) for these regions.
If you live in one of the counties listed below and are experiencing a Substance Use Disorder (SUD) or Opioid Use Disorder (OUD), you may be eligible for grant funded services. These programs help prevent and treat substance use disorders and provide early intervention services for HIV and tuberculosis.
Priority Populations
Individuals meeting one or more of the following criteria may be eligible for grant funded SUD services:
- Pregnant women/teenagers who use drugs by injection
- Pregnant women/teenagers who use substances
- Other persons who use drugs by injection
- Substance using women and teenagers with dependent children and their families including females who are attempting to regain custody of their children
- All other individuals with a substance use disorder, regardless of gender or route of use, (as funding is available)

Mental Health Block Grant (MHBG)
Mental Health Block Grant (MHBG) services in Northern and Southern Arizona are coordinated through Arizona Complete Health – Complete
Care Plan, which serves as the Regional Behavioral Health Agreement (RBHA) for these regions. The RBHA coordinates certain behavioral health services for individuals who are not eligible for Medicaid (Non-Title XIX/XXI). Grant funded programs provide mental health services to adults with Serious Mental Illness (SMI) and children with Serious Emotional Disturbance (SED).

- Adults age 18 and older with Serious Mental Illness (SMI).
- Children and adolescents with Serious Emotional Disturbance (SED).
- Early Serious Mental Illness including First Episode Psychosis (ESMI/FEP)
